I didn't get to speak at Council yesterday. Having called for an extra thirty minutes to discuss our motion on the Local Transport Plan, the coalition then called the vote before the extra time was up. There was some talk of the issues raised being dealt with by scrutiny. Given that the Scrutiny Chair seconded the Cabinet Member for Transportation's amendment, that seems unlikely. It would seem difficult to conduct scrutiny effectively when the Committee chairs and the Cabinet are all part of the same coalition..though I am well aware that this was the situation when Labour were in control as well, it hardly inspires confidence in the process.


That said, at least in scrutiny I feel like we are actually able to get work done on occasion. I'd hate people to think that the six hours a month we spend in full Council is all that councillors do, because from the point of view of the average member of the public in the gallery, I don't think any of us come across in a very good light.

The "extra time" was for motions. There were two motions. If we had not finished the transport debate then there would have been no debate on Licensing.
Labour in power rarely allowed extra time.
On the other matter the administraiton approach was merely to wait until the scrutiny process had completed on the LTP. The transport motions themselves had not that much significance.

I remain stunned at the political incompetence of the current administration over transport issues (and other things). I cannot believe that anyone reckons that an underground system is an economically viable alternative to extending the current light rail operation.

Point of information: Labour did not retain all the Scrutiny roles whilst in control - in fact the Tories held a number of Scrutiny Chairs and Vice Chairs from 2003 - 2004 at least.
On the street running of metro - you're right UKPoliticalHack - it's just a smokescreen so the LibDemCon can say they investigated the options and it proved financially unviable when they have no intention of extending the metro, and so will lose the cash promised by government for this purpose.

I have a suspicion that the Tories expect to lose control - either before or at the 2006 local elections. They will drag out the 'review' of the blunderground option and then blame the incoming administration for scrapping this grand project.
